The recent delayed start in Millbrook Healthcare providing equipment services to Southampton City Council & NHS Southampton City was caused not by Millbrook, but by an oversight within the commissioning body, which was quickly identified, but needed amending.
In order for any company to be able to bid for a tender properly and importantly to avoid disparity in funding, it is essential for Commissioners to ensure that historical activity and financial data is accurate and included in tender documentation.
Without these figures, it is almost impossible for the tendering organisation to judge what the service needs to look like or deliver. Sadly, there are too many commissioners who don’t know the answers either! So any data available on the use and demands of the service needs to be collated and, importantly, analysed before ITTs are put out. The criteria need to be set before anyone can be judged against it.
Consultancy organisations specialising in ICES and Wheelchair Service commissioning have vast experience in this area and have the ability to analyse data effectively, therefore ensuring that it is fit for purpose and accurate. In order for tendering organisations to submit accurately priced bids, it makes sense, therefore, to invite the consultancies in to ensure the criteria are understood and set, before anyone if invited to tender.
